The ISV MVS Solutions Inc. has a software product ThruPut Manager which provides user-defined intelligent job routing and much more, such as resource staging (prior to job-initiation) including production support for virtual volume staging as well as DFHSM HRECALLs and silo/rack tape volume staging. Other functions relating to INIT throttling and setting execution limits help manage your end-users who insist on submitting their daily 25 hours from a single TSO SUBMIT member. I personally work with a client that uses ThruPut Manager to direct SAS jobs to a specific LPAR (limited capacity for software licensing reasons).
