I think IBM dropped the ball, here! The intent was to allow you to encrypt removable media (AKA Tape) and pass it to a partner, who can (in turn) decrypt it.
But, I wonder about IBM's true commitment. The JAVA-based Encryption Facility Client is an 'as-is, unwarranted product'! So, you are truly only safe on z/OS to z/OS media transfers.
