Tom, I agree, and even eluded to that at the end of my lengthy post. If done right, vendors should not care, as it would all be external to their application, and to them it would look like they were opening a standard DD statement. I don't see PROCLIB as necessary because that function is already there with the JCLLIB statement, but definitely could see use for things other than PARMLIB.
It is just that parmlib function exists today, and is supported with the SETLOAD command to change the concatenation on-th-fly, I'm just looking to open it's use anything that uses PARMLIB without having to code for it.
