It would be expensive to enforce the various rules that a transaction
should follow. However, usually issuing a WAIT will only cause
performance problems.

Only if it's an IBM product issuing the WAIT. Also, keep in mind that
this applies only to a WAIT in the CICS main task. The current CICS
has support for a transaction to request execution in a subtask.
