Unless something has changed that isn't documented, extended format
is not an option for SMF.

"Note: SMF does not support extended-addressability VSAM data sets. Thus,
the largest SMF data set cannot be larger than 4 gigabytes. For example,
you must limit the number of cylinders you request to a maximum of 5800 for
a data set on a 3390 device type."
