We'll have to see how the z/OS 1.8 LDAP Statement of Direction evolves. 
You may wish to ask your favorite IBM contact about participating in the 
z/OS 1.8 ESP if this new LDAP is of interest to you. You may also wish to 
discuss the DB2 licensing issue if you're not a DB2 shop, although I 
wonder (aloud) whether it would be possible to fence DB2 into a small LPAR 
(perhaps running z/OS.e if you have z800 or z890) for your LDAP.

There are non-IBM LDAP implementations available, although I make no 
endorsements. If you're an ACF2 or TopSecret shop then CA, for example, 
has LDAP. I think it's officially called CA eTrust LDAP Server for z/OS. 
And there's OpenLDAP for z/OS.

There are also multiple options on Linux on System z, including the no 
charge (except for support) IBM Tivoli Directory Server. Most Linux 
distributions ship with OpenLDAP (a.k.a. slapd).
