Did it do what you wanted, but got that message as well? If so then look
at your rule and make sure that it ends with

return "ACCEPT"

Otherwise your rule will run, then z/OS will attempt to do the command
as well.

If it did not run at all, did you remember to ENABLE it? That's the "E"
line command on the list of rules.
