My mistake; I meant FTP client, as you inferred below.

Ummm. Is there a specification for the UI of an FTP client?
I know only that the network protocol is specified. For example,
typical linemode FTP clients have a QUOTE command; I had to
ask an expert how to do QUOTE with the GUI client Fetch (Answer:
pull down a menu to an entry, "Send Host Command"). I believe
neither client violates any specification, since none exists.
