Hello Gary: We have found your reply because we have the same problem: even though Weight Management change weights, no LCPUs in D M=CPU ever get the "W" flag on them, IRD don't touch them at all.
We dont' have the Initial number of logical CPs equal to the number of shared physical CPs on the CPC: 5 of 16. Therefore we must increase to 16 LCP to fix it. Is correct?
