The actual command is UPGRADE.

Set bdy(global).
Upgrade.
Set bdy(target).
Upgrade.
Set bdy(dlib).
Upgrade.

All it does is set a flag in each csi that lets smpe know it can use new
smpe features (smpe 3.2+).

I would run a CLEANUP command in each zone after the upgrade is
performed.
