The exact APAR wording cited by Sam is "ISPF client/server code will be
converted to use the IBM C/C++ run-time libraries, ...".  It's not
necessarily obvious that that means "Language Environment", since there
still exist "IBM C/C++ run-time libraries" independent of Language
Environment.
