I think Brian ment only CPs versus IFLs. So you both are right.
You can have any number of IFLs regardless of the number of regular
CPs (there is an exeption, z9 BC model R has to have at least one
regular CP, marketing/pricing/whatever requirement). Besides this
model, you can have machine IFL only (there are customers who use this
path). Of course, no z/OS on IFL only machine.
And you cannot mix CPs and IFLs in one LPAR.
zIIPs and zAAPs are different story. You cannot have more zIIPs or
zAAPs then regular CPs in your machine. So if you have 3 CPs, you can
have max 3 zAAPs and max 3 zIIPs. However, on LPAR level you can have
more zIIPs or zAAPs then CPs (if it makes sense) but there must be at
least one CP, otherwise you have no engine to IPL.
