Is this VSAM data set "old"?  Perhaps the data set has an ancient index 
structure, one which is not allowed anymore.  We had a similar problem with 
old VSAM KSDS data sets - one resolved once the VSAM KSDS was 
DELETEd/DEFINEd under the current operating system.
