I'll leave the ENQ/DEQ issues to someone with more experience than myself. However, I can tell you that VLF *does* make a difference in catalog performance. At least it did here in my shop. Look in the manual about ISC cache purging and the necessity/frequency of reloading same.
Instead of making the ENQ/DEQ DASD process faster, why not reduce the overall number instead?
