IBM just updated the 1-byte Tracker Exclusion list at:

This may be a good time to SHARE that we only have a handful of vendors
left who have not provided fixes after having completed all the review
and remediation to be fully compatible with the future console changes.
Completion of that work generally removes them from being flagged by the
1-byte console Tracker which I am also checking on a recurring basis.  I
think if you are running z/OS R6 or higher at this point that using an
empty exclusion member CNTRID00 or one you built yourself up from
scratch is more useful than using and customizing the IBM supplied
sample.  Building your own CNTRID00 will help you to know what products
on your system are doing.
