Why is there no E->S downgrade capability? It would make life much easier and, for example, allow the Initiator to support a DISP=OLD to DISP=SHR change at Step Change instead of its current requirement to treat a DISP=SHR as DISP=OLD just because a prior step had DISP=OLD/NEW/MOD (thus postponing DISP=SHR access by other Jobs/Users until the last step accessing the dataset is done).
