All Started Tasks (STC) are started through Master JCL to the internal
reader.  JES receives the task and it starts. So, check out what's in
MSTRJCL and those are the referenced libraries.  (Most people leave this
alone.) The default is SYS1.PROCLIB on the system where the task was
started.  (You could have different PROCLIBs on each system but that
invites trouble.)
