This is what hit it with:
 JES2 won't shutdown if there are any JES2 started address spaces     
still active.    
Here are some commands that can help identify or stop active tasks      
or ASIDs:                                                               
    $da,x                 shows ASIDs requiring JES2 services           
    $du,started           shows started JES2 devices (Line,Printer)     
    $dpce,active>0        shows active JES2 processors                  
some other useful commands -                                            
    d a,a                 shows all ASIDs                               
    d omvs,a=all          shoes all OMVS ASIDs                          
    f omvs,shutdown starting in z/OS 1.3 does the following:            
      these are also available prior to z/OS 1.3                        
      f bpxoinit,shutdown=forkinit                                      
      f bpxoinit,shutdown=filesys                                       
      f bpxoinit,shutdown=fileowner                                     
    p nfsc, if unsuccessful then 'cancel' and 'force nfsc,arm'          
    cancel dfscm or force dfscm,arm
