Nope. For VSAM, key 0 supervisor state also bypasses the SAF call during OPEN.

Not necessarily.  It could issue OPEN in KEY=ZERO,MODE=SUP which,
if I'm not mistaken, bypasses SAF.

That applies only when OPENing a VSAM cluster, Gilbert.
