Actually, the opposite.

With SPLEVEL=1 the code generated would work on either XA or non-XA.

SPLEVEL=2 code would only work on XA - it was not downwardly compatible.

SPLEVEL=1 required 24 bit addresses.

SPLEVEL=2 allowed 31 bit addresses in some cases.
