I have always used VTOC(0,1,14) for my spool volumes and allocated the rest of the cylinders for the spool dataset itself. I have never run into any problems not having an index on one of the spool volumes. On an RVA it probably doesn't matter any more about "real" cylinder boundaries, so I don't see why you couldn't use a 1 track vtoc if you wanted.
