Yes unloads work, but when we have a lot of them it's quicker to vary
the drives offline and back on.  We tried running a job using retain and
were unable to reproduce this.

Doesn't an MVS unload command work:  U CUUA 

This can happen when a job step uses a tape with RETAIN or PASS and then
the tape does not get used again in a subsequent step.
