Are you assuming that SYS1.PARMLIB is the target library for PARMLIB?
I ran without a hitch using shared SYS1.PARMLIB for installation
members and SYS1.IBM.PARMLIB on the residence volumes. The latter was
shared if I IPL'd two LPAR's from the same address.
