Robert,

Forget the Activate, you're gonna need an IPL!.. 3286 just don't support dynamic activate.. no way around it that I know of.

(Last time I got caught out by this, I deleted a whole bunch of old 3274 entries without looking too carefully at all the OSConfigs.. then started activating across all 28 LPARs/8 CPCs.. almost finished at 2am.. when discovered one of the OSCONFIGS had a 3286 defined!! bugger!!!)
