I just know that the example in TFM of a COBOL program invoking a Java
routine shows the need to set POSIX(ON) like this -

//GO EXEC PGM=TSTHELLO,COND=(4,LT,LKED),
//         PARM='/ENVAR("_CEE_ENVFILE=/u/userid/ootest/tsthello/ENV")
//             POSIX(ON)'
