Which has absolutely no effect on z/Linux, z/VM, or z/VSE. I only mention this to say that the HARDWARE still supports "pure" 31 bit systems. It is just z/OS which is not supported in 31 bit mode on z9. This is not a real technical decision, other than the decision that supporting 31 bit mode on a z9 is not fiscally efficient.
