I always thought it was to fill up an eight byte address.

This reminds me that the addresses on floppy disks
have three bytes, cylinder, head, and sector.  
That is, a whole byte reserved for head when there can
only be two.

Reserving two bytes for HH in MBBCCHHR addresses is also
planning ahead.
