One problem with anything other than doing a "normal compress" is that the dataset is likely already open by VTAM or whatever. That means that the DEB is already created and the extents "set in stone". If a member is then added to a new extent, that member cannot be read by anything which already has the dataset open because it gets an I/O error (outside dataset extents).
