DCOLLECT does in fact capture MGMTCLAS and most other SMS construct information from the VVDS portion (VVR/NVR record, DFSMS cell info) of the catalog structure.
The DFSORT team, led by Frank Yaeger, provides a utility set to generate reports using the DCOLLECT-generated output, at http://ibm.com/storage/dfsort. Also, there are similar REXX routines available, such as the CBT at http://cbttape.org. Software products such as MXG, IBM Tivoli (TDSz and ITUAM, previously CIMS) can generate management reports from the DCOLLECT data; CA MICS has a proprietary DASD collector utility, and MXG and CA MICS do require SAS.
