Why does this matter; what's the motivation?
Is there perhaps similarly strong opinion for the opposite convention?
Do you wish to be able to combine products from multiple ISVs under a
single GLOBAL?
Do you desire, under a single GLOBAL, multiple TARGET and DLIB pairs,
e.g. for test configurations?
Do you want each TARGET/DLIB pair in a single cluster or in two
clusters?
Do you want the facility to create additional TARGET/DLIB pairs under an
existing GLOBAL?

When I go to a new system version, I like to start with a new clean CSI
"set". Having a bunch of OEM software in my MVS or z/OS target, GLOBAL
and DLIB zones tends to complicate this process. I keep a separate set
of CSI's for CICS, DB II, and OEM software; I got into the habit after
my COMM colleagues clobbered my MVS CSI's too often with their wretched
NCP upgrades. Not to mention the proliferation of SMPTLIBs and the size
of the SMPPTS.
