I always recommend submitting requirements. Even if the initial one is
rejected, we still might choose to implement it in the future as business
plans (and/or customer needs) change. Having it "on the books" is often a
necessary first step. And a requirement from a group, such as Share, will
likely be given more weight than one from an individual.
