If you have an ID it does not fail on, you might start by looking at what is different: DSN concatenation sequences in each DD name, edit options (TSO PROFILE command), edit profiles, etc.
You could add "CONTROL LIST CONLIST SYMLIST" near the top of your copy of the CLIST so you can watch what is happening. You might also try allocating a couple of appropriately named datasets manually just to make sure something didn't change in SMS and friends.
