It's called the 'low utilisation effect'.
A lot of z/OS (and friends) are polling for work to do.

Take a look when/if you're over 90 (or 95)%, and if JES2MON is still eating a 
lot, then you have a problem.

High task CPU at low processor is rarely a problem.
