PURGECACHE came in with z/OS V1R4 Communications Server - as my binary
search in the online manuals revealed. See Summary of changes for
SC31-8781-02 z/OS Version 1 Release 4.

I am not sure if it works under OS/390, but you can try:
V TCPIP,,PURGECACHE,interfacename
Assuming your IP stc name is TCPIP.
