Because there would be no financial benefit to IBM to do so.  It would:
- cost money to implement IFAs
- cost money to virtualize IFAs
- cost money to port AIX to System z
- compete with AIX on System p
- create another platform on which IBM and other middleware would have to 
be ported and certified
