"Employer's money" and "employee's time" are two VERY different 
issues.  The moeny has to come from above but the evaluation of 
time is pretty local.  I've never had a boss (or heard of one) that 
said "no" to my paying my own way to SHARE.  Over the past 10 
years I think I had 2, maybe 3 paid for (and that was going twice
a year until 3 years ago).  

Of course "never had a boss" is pretty limited for me.  I've had only 
4 bosses over the past 20 years - 2 in the past 15.
