We run ICSF here and have 4 Express2 coprocessors. (They come in pairs on 
our z9.) I'm pretty sure they are under-utilized.
Our apps. only use 2 functions - encrypt and decrypt. We use ssl for 
TN3270. We don't use https but I remember reading the doc. 

IIRC, the hardware features are to improve throughput. They are rated in 
terms of "handshakes per second".
So as your usage of ssl increases, your HPS will too. You may reach a 
level where https session requests time out. ( But don't ask me what 
level.)
I think cics has other TCBs to handle these handshakes. 

There is also administration required to implement ssl. I.E., 
certificates, asym keys, keyrings, etc....
TN3270 SSL is only used by a few here. Implementing HTTPS in cics would 
seem to have a profound impact on our coprocessors, or in your case - your 
cpu.
