No.  That would be a 28-bit address.  A 31-bit address can go up 
to x'7FFFFFFF'.  And the line is at 16 MB, determinied by the a 
24-bit address.  The hightest address below the line is x'00FFFFFF'.  
The first address above the line is x'08000000'.
