I am trying to set up SSL/TLS on z/OS 1.7 for TN3270. Our security dept has
determined 'they' want to create and control the certificate and password
stash file. I've configured TN3270 (which runs in the TCPIP address space) to have secure port 923, as described in the TCPIP config guide. When we try to
connect we get error message 408.
408 The specified key file password is incorrect. The key file could not be
used. The key file may also be corrupt.

All files were created by SAF (Top Secret).  Anyone experienced a like
situation? Security area contacted CA, their first response was this is a time
out issue.  Not sure how they arrived at that determination.
If someone has any ideas I would appreciate the guidance.

Forget doing this with the security system. Just set up the key db with gskkyman. You'll be up and running inside 10 minutes.
