If you go to this Red Book -
http://www.redbooks.ibm.com/redbooks/pdfs/sg246524.pdf - it mentions the
"PDS Pain" white paper and lists the things wrong with PDS datasets.
Just do a PDF search for "PDS Pain".

However, I'd rather use a PDS than a PDSE for one that is not update
very often.  You don't have to worry about the directory filling up if
it is a static PDS and it generally takes less disk space.  My shop is
disk space constrained.
