I looking into the best way to implement this product across multiple CEC's/LPARS. Do I need to have it running on all LPARS or can I run it on one and send the SMF data to it?

This gives a single point for extracting SMF data from any LPAR and for collecting it. Alternatively you can give each LPAR its own CDS and extract/collect only for that one LPAR.
