This should probably say, "Some System z millicode is prepared using the Tachyon z/Assembler."

It's widely known that parts of System z millicode are written in PL8. The compiler translates the PL8 source code into assembler source code. And, according to http://www.research.ibm.com/journal/rd/483/gellerich.html, the resulting assembler source code is then assembled by the GNU assembler.
