This feels like a case of dueling APARs.  An attempt to fix this
may have had as a side efect the problem I reported in OA17169:

    INCORRECT STEM VARIABLE ASSIGNMENT AFTER REXX DROP FUNCTION

    Due to the complexity of the fix and limited impact of the error
    this APAR is being closed as a suggestion. This suggestion has
    been accepted and will be considered for inclusion in a future
    release or product.

    The fix for this SUG APAR was shipped in the base for z/OS V1R9.
