I think it was SDSF 1.6 which IIRC was the version that supported OS/390 R1 or at least OS/390 R2. It is just a way to manage the configuration of SDSF from a STC instead of assembling and linking them into the SDSF loadlib and makes it easy to change the configuration dynamically.
