I should probably mention that I'm issuing FTP from z/OS Unix to z/Linux and 
using GET. I can't see the hfs from z/Linux.

I can barely imagine that you have an offbeat translation table
as your site's default.  Can you wrest control of it?  I use:

    quote site sbdataconn=(IBM-1047,ISO8859-1)
