I had sysprog friend at another company that tried going from 1.4 to 1.8 
and JES would come up on the old spool and he said that he had done the 
$ACTIVATE to Z2 mode.

Why? As long as they have done an $ACTIVATE to Z2 mode (which is the 
z/OS 1.2 level) there is no reason they can't move forward with a warm 
start.
$ACTIVATE LEVEL=Z2 is supported up to z/OS 1.7 if they haven't done it 
yet.
