I disagree. Let all HARDWARE clocks be set to GMT and use PARMLIB OFFSET values to adjust to local time.

I think a PARMLIB OFFSET can only be a default to use for an application - in case the end user of a server based application has not (or can not !) defined her own default (or session based offset).
