Other posters have responded with good, practical solutions. We had a "solution" years ago that was neither. We kept several hundred dummy aliases in a user catalog in order to keep it full, artificially. If we needed to define a few new ones, we deleted some dummies.
Excusing my failing memory, but I believe the magic number was greater than 3,000. For some reason 8,000 sticks in my mind. Maybe it was function of the CISIZE of the catalog itself. ??
