IIRC (early VSAM & DOS)
Originally when a VSAM dataset that was not closed correctly had an open
failure and required an actual verify run against it.
Maybe later the mear fact of attempting an open, with its failure, resulted in
it being 'verified'.
Later still, the automatic verification occurred with a console message and a
zero open rc.
Maybe I'm combining the last two, but I don't recall (until much later) having
to account for the 97.....
What is it about the sysplex that prompts the 97?

verifies on OPEN when a verify situation
existed (well over 20 years ago), I am surprised that the problem hadn't
surfaced long before this year.
