Remember that the penalty is on writes, i.e. pageouts. 
For massive pageouts you should already have robust paging configuration
to handle the burst, if mirrored it might have to be a little more
robust. 

Normal performance is more depedent on page-in response times and they
are not influenced by mirroring.

One reason to mirror pagevolumes is to keep the configuration simple:
mirror everything, so you are sure you will never forget a volume.
